NOTICE TO BIDDERS
The City of Decatur will receive sealed bids for the Oakhurst Park Tennis Court improvements, 307 Feld Avenue, Decatur, Georgia 30030, until 2:00 p.m. on Tuesday, May 9, 2017, in the City Manager’s Office at Decatur City Hall, 509 North McDonough Street, Decatur, Georgia 30030, at which time and place all bids will be publicly opened and read aloud. The work includes selective demolition, installation of new tennis court lighting and installation of a new tennis court surface system
Bids are to be submitted on a proper form furnished by the City and shall be addressed to the City Manager, City Hall, Decatur, Georgia, sealed, dated and enclosed in an envelope appropriately marked on the outside "Proposal for Oakhurst Park Tennis Court Improvements", marked with the name of the bidder and date and hour of opening, and mailed or delivered to reach the designated office on or before the above stipulated date and time.
A mandatory pre-bid conference is scheduled for 10:00 a.m. on Wednesday, April 19, 2017, at the Oakhurst Park Tennis Courts, 307 Feld Avenue, Decatur, Georgia 30030. Parties responding to this Notice to Bidders must attend this briefing session in order for their submittal to be considered.

A certified check or bank draft, payable to the order of the City of Decatur, Georgia, negotiable U. S. Government Bonds, or Satisfactory Bid Bond executed by the Bidder and acceptable in an amount equal to five percent (5%) of the estimated cost of construction shall be submitted with each bid. The successful bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond or Bonds.
The Contractor must ensure that employees and applicants for employment are not discriminated against because of their gender, race, color, genetic information, religion, national origin, political affiliation, age, handicapped status, sexual orientation, sexual preference, or gender identity and expression.
Proposals will be considered only from experienced and well-equipped contractors. Prior to beginning construction, the successful bidder will file with the City a certificate of insurance. The City reserves the right to reject any or all bids or to waive informalities in the bidding.
Bids may be held by the City for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the financial stability of the bidders and their demonstrated ability to perform satisfactorily, prior to awarding the contracts.
