After School Counselor – Part Time

Salary Range: $8-$8.25/Hour DOQ
Location: Schools and community centers in Decatur, GA
Work Hours: School begins 08/11/2008 - 2:15 pm-6:15 pm Monday-Friday; some Saturdays an evenings.  Positions starts August 6, 2008 with two-day 9-5 orientation; no leave offered.
 

Nature of Work
Reporting to Site Director, the Counselor is responsible for planning and implementing recreational activities and providing supervision for assigned participants within Decatur Recreation and Children's Services Department guidelines.

Major Responsibilities and Duties
Plan and implement recreational, educational and cultural activities for participants. Implement lesson plans as provided. Provide input for lesson plan development. Provide supervision for assigned participants. Maintain discipline of participants within the guidelines of the program. Supervise participants on field trips. Provide support to Site Director during assemblies and program-wide activities and programs. Consult with Site Director on programming and disciplinary concerns. Provide assistance to Site Director in planning and implementation of special events. Establish and maintain positive lines of communication with parents and/or guardians of assigned participants, including weekly newsletter articles, daily conversation and phone calls to parents. Maintain attendance records for participants. Report any damaged or unsafe equipment to Site Director. Maintain cleanliness of program and storage areas. Represent the Decatur Recreation and Children's Services Department on special occasions as designated. Attend training and bi-monthly staff meetings. Other duties as required.

Desirable Qualifications
HS diploma or equivalent.  Must be at least eighteen years of age, and have one year of training and/or education or equivalent experience in school-age care, child development or related fields.  Must have good interpersonal skills, a passion for working with children, leadership skills, and have no convictions for moral turpitude.  Must be able to communicate clearly and effectively orally and in writing. Must have a demonstrated competency in the planning and implementation of recreational activities. Must be familiar with and understand the goals and objectives established for the After School Program. Must be familiar with and understand the policies and procedures for After School Program. Must be certified in CPR and first aid, or be able to obtain certification. Ability to work in a variety of extreme weather conditions for extended periods of time.

Communications Officer

 

Starting Salary: $29,120-$30,596 Annually DOQ
Department: Police Department (E-911), 420 W. Trinity Place
Work Hours: 8-hour rotating shift work; weekends and holidays required
Vacancies:  Two positions

Nature of Work
This is telecommunications work monitoring City service radios, answering incoming telephone calls and dispatching emergency services, personnel, and equipment.  Work involves the operation of radios, telephones, alarm board, computer terminals and printers and recording equipment.  Police, fire, emergency service and animal control calls are received 24 hours every day from the public. The position also monitors radios for status of City employees and calls.  State and national crime information networks are maintained and records for all calls are established.  Work is reviewed while in progress and through evaluation of records and reports.

Major Responsibilities
Answers emergency and non-emergency calls from citizens; obtains vital information; refers callers to appropriate departments and/or contacts agencies and obtains assistance for caller.  Operates a two-way radio to provide a lifeline of support for officers in the field; monitors fire and burglary alarm panel; dispatches personnel to investigate incidents or requests for service; relays information to officers and superiors; receives reports from mobile units.  Monitors radio communications of area and state police; identifies information relative to the City; informs appropriate personnel.  Maintains, updates and files all pertinent logs, information cards, tapes and other records and documents daily.  Operates GCIC/NCIC computer; secures and enters information on stolen vehicles, articles, guns, wanted and missing persons, driving and criminal histories, etc.  Operates in-house computer to enter incoming incident reports, accident reports and traffic citations; processes and files reports and citations according to standard procedure.  Receives monies for payments of fines, bonds and parking tickets; issues receipts; accounts for and deposits monies.  Assists the Clerk of Court by typing court calendar and processing warrant and suspension letters; runs criminal histories for cases; assembles cases according to court schedule; relays disposition of cases to relevant state agencies.  Performs general office duties including but not limited to filing, copying, typing and distributing reports, mail and other documents.  Performs related work as necessary.

Desirable Qualifications
HS diploma or equivalent.  Some knowledge of public safety rules, regulations, terminology, methods of operation, and police, fire, and ambulance dispatch procedures.  Some knowledge of telephone and radio operating requirements and techniques.  Some knowledge of or the ability to learn the street system and geography of the City and the location of important buildings and areas.  Ability to speak in a clear, well-modulated voice, which is easily understood over the telephone and radio is essential.  Must be able to multi-task, and have the ability to make quick and sound decisions, and communicate clearly and effectively orally in crisis situations.  Ability to deal courteously and diplomatically with coworkers and the general public.  Ability to type proficiently and accurately.  Ability to produce legible handwritten material.  Ability to perform basic math calculations. 

Other Requirements
Must be eighteen (18) years of age or older.  Possession of a valid State of Georgia driver's license (Class C) and a satisfactory motor vehicle record (MVR). Must be certified as a terminal operator within six months of employment. Must have no record of any felony conviction and pass a background investigation, pre-employment physical and drug screen.

Engineering Inspector

Starting Salary Range: $38,084 - $43,056 (DOQ)  
Location: Public Works Building,  2365 Talley Street, Decatur, GA
Work Hours: Monday - Friday, 7:30 a.m.-4 p.m.         
 
Nature of Work
This position is responsible for a variety of on-site Engineering and Development Division inspections involving all types of property development and public right-of-way construction associated with soil erosion and sedimentation control, street right-of-way construction/improvement permits, storm water management systems, and tree ordinance.  These inspections have the primary purpose of ensuring that development and construction work meets the standards of the City environmental and right-of-way codes and ordinances. Work is performed through regular field inspections of the permitted activities approved by the Engineering Division.  Work is performed under the direct supervision of the Senior Engineer of the Engineering Division and general supervision of the Assistant City Manager – Public Works. 

Major Responsibilities & Duties
Performs soil erosion and sediment control inspections for all types of land disturbing activities involving new and redevelopment projects.  Inspections are done independently and in conjunction with Engineering and Development staff.  Receives and interprets permitted civil drawings, erosion and sedimentation control plans and related information for code compliance determinations associated with inspection activities. Performs construction and final inspections associated with Right-of-Way construction/improvement permits issued to citizens, contractors, developers and public utility companies. Performs inspections for site development projects permitted by the Engineering Division. Performs inspections for tree protection and building foundation work as needed. Investigates complaints, develops recommended solutions, enforces compliance with City codes and ordinances, issues code violations as required, ensures that corrective action is taken, and completes all complaint correspondence and tracking logs. Performs administrative activities involving completion of daily inspection reports, permitting and complaint tracking logs, scheduling of position related inspections, and general correspondence and filing associated with the position. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Perform other related duties as assigned.

Desirable Qualifications
Bachelor‘s Degree in Civil Engineering or Environmental Science from an accredited college or university; 2-3 years experience. Any equivalent combination of education and related experience. Experience within a government engineering inspection program preferred but not mandatory. Georgia Soil and Water Conservation Commission Level I B certified (or ability to obtain certification within 2 months from date of hire).
 
Other Requirements
Possession of a valid State of Georgia Class C driver's license with a satisfactory motor vehicle record (MVR). Ability to drive and operate any assigned vehicle in a safe and efficient manner. Knowledge of construction techniques and contracting procedures. Ability to understand and implement applicable City Codes and ordinances. Ability to understand and interpret design drawings, construction specifications, and contract documents. Proficient knowledge of computers and computer software applications. Ability to work independently. Ability to communicate clearly and effectively, both orally and in writing. Ability to establish and maintain effective working relationships with property owners, residents, the general public, and other City Departments and personnel. Physical demands that include seeing, hearing, intermittently standing, walking and stooping, bending, crawling, crouching and lifting. Ability to work in a variety of extreme weather conditions for extended periods of time.

Police Officer  

Starting Annual Salary Ranges:  
$36,275 (HS diploma and no  P.O.S.T. certification)
$38,084 ( P.O.S.T. certified or four-year college degree)
$40,996-$45,219 (Depending on number of years P.O.S.T. certified and four-year college degree)

In addition to the increased starting salary, officers hired under the lateral entry program who have at least 3-5 years of qualified experience will earn vacation leave at an accelerated rate. 

Location: Decatur Police Department (420 W. Trinity Place)

Work Hours: 12-hour shift work, weekends and holidays (will receive every other weekend off)

Nature of Work
This is general law enforcement work of protecting life and property and enforcing laws and ordinances. Work involves routine patrol work such as responding to emergency calls, citizen complaints and alarms. Duties include preliminary investigations, special detail assignments, administrative duties and other special assignments and gives specific instructions and assistance when guidance or patrol backup is needed. Work requires independent judgement and discretion in difficult or unusual situations. Work involves personal danger.

Major Responsibilities and Duties
Patrols the City to provide a visible deterrent in uniform and in marked cars and to enforce laws and ordinances and protect life and property; monitors commercial and residential areas for signs of criminal activity; patrols for suspicious persons or vehicles. Enforces traffic laws through issuance of traffic citations and warnings; routinely inspects roadways, bridges and traffic signals and signs to find and report hazardous conditions. Reports buildings, vehicles or equipment that is not secured; ensures the safety and well-being of all employees on duty; learns employees' work patterns and alerts them to possible suspects and crime prevention. Responds to calls for assistance, disturbance calls and complaints of crimes; enforces federal, state and local laws by performing warrant, felony or misdemeanor arrests; protects the civil rights of persons in custody. Investigates traffic accidents by establishing point of impact, interviewing witnesses and collecting, preserving and packaging evidence; detects drunk drivers and performs sobriety evaluations; books DUI suspects. Serves as first responder to provide aid and assistance to victims of traffic and other accidents; assists fire and emergency medical services in treating and transporting victims. Maintains assigned uniform, vehicle and equipment in accordance with departmental policy and procedures. May serve as an Animal Control Officer; enforces leash law ordinances; issues citations and failure to obey summons; picks up stray animals. Performs related work as necessary.

Desirable Qualifications
High school diploma or equivalent required. Bachelor's degree preferred. Some knowledge of or the ability to learn the geography of the City and the location of important buildings and areas. Skill in the use of firearms. Ability to learn law enforcement methods, procedures and techniques and to apply such knowledge to specific situations. Ability to deal courteously and fairly with the public. Ability to react quickly and calmly under emergency conditions.

Other Requirements
Non-certified police officers must successfully complete state-mandated basic police officer training (P.O.S.T. ) within 12 months of date of employment. Must be 21 years of age or older. Must be a citizen of the United States. Must have no record of any felony conviction. Must be free of any physical, emotional or mental condition which will adversely affect ability to perform the duties or exercise the powers of a Police Officer. Possession of a valid State of Georgia driver's license (Class C) and a satisfactory motor vehicle record (MVR). Must be able to pass a written exam (non-certified applicants), background investigation, oral interview, psychological exam, physical agility, voice stress analysis, and pre-employment physical examination and drug screen.

*Georgia P.O.S.T. certified applicants are not required to take the written assessment.*
